With shared webhosting you can put multiple domains/hosting accounts on the same IP, so you don't really have a need for more than a couple. If you're hosting a ton of sites it's good to vary them a bit.

You can use them for a great deal of things - SSL certificates (for sites), proxies, virtual hosts (dns + reverse dns), etc. Basically anything you run on your box that connects to the internet can have its own ip...
Sometimes you have to run individual customers/services on their own IP. Firewalling was already mentioned. Basically I like dedicated IPs to do a plethora of functions in iptables. Like counting bandwidth on a per-IP basis (when the application statistics are inadequate and you can't make the app run as a specific UID, etc etc).
