Most binary Apache packages have mod_ssl as a dynamic module, not compiled into Apache itself. If that's the case, a simple

    LoadModule ssl_module modules/mod_ssl.so

should do it. The dynamic modules are usually in /usr/lib/httpd/modules or something similar.

Even if you don't already have mod_ssl.so, you should be able to easily compile just that module as a dynamic module instead of having to recompile Apache. Or you can probably even find a pre-compiled binary since it's a core module.
