Well - it seems to be pieced together and doesn't flow.
First - research other sites similar to what you are doing and see if you can get some helpful ideas.
Next - the banner you have with your logo isn't that great. The planet is a poorly cut pic placed on a space backdrop. You can tell by the solid black backdrop of the planet conflicting with your background.
The logo is small and you can really make it out. I tend to think it wouldn't work well in print.
It is hard to explain - but it feels a bit choppy to me for some reason. I also would recommend not using Iframes. Just throw your info out there on a full page. I personally don't like all black pages - but that is just a personal preference.
As your layout seems to be tailored to fit 1024x768 resolutions, make the layout a fixed width (just the content box).
Or you could put the links in a <div> tag so they will wrap underneath each other if the browser is resized. That leaves the title that needs to be sorted out as that's too big as well. Your best bet here would be to make it a background image on a <div> tag. If the browser is resized though the image will be cropped.
