APF/BFD doesn't stop spamcop, that'd be your email rules.
Check the email rules you have setup in WHM/CPanel. I'd personally advise leaving the SpamCop/RBL rules in there, because otherwise you're going to get a TON of spam, but if you want, simply remove the RBL rules.
RBLs block ip addresses because they have sent verifiable spam (well, most do), and they are incredibly easy to get off of. There's nothing wrong with using an RBL, in fact they are great. I've used 'em personally for 4 years, had no complaints about "missed mail", and not one problem with getting listed on a professional rbl (spews/AOL don't count, as they're hardly "professional" RBLs, SPAMCOP however, is).
