Newbie needs dedicated server
Pardon my ignorance because I am new to the dedicating server game. I dont know much about it and I don't understand quite well the terminology used when describing the servers' features.
All I want is a dedicated server that can hold my files (many being over 700MB) and can allow people do download my files at superfast speeds. (300kb and up).
As a matter of fact, are the downloading speeds faster on a server or on a shared hosting plan?
My budget is anywhere between 100 USD to 120 USD/monthly. No yearly contracts.

You should be able to find a dedicated server that provides that for you. You don't need a particularly beasty CPU, but don't skimp too much in that respect. Considering download speed, consider have a 100Mbps that you can burst on for periods of high traffic if that's representative of your usage profile.
I have personal experience with softlayer, which is a bit above your budget, but give them a look over, their network is great (except for that outage ).
It seems that you don't need that much server power.
You can probably settle for a Pentium 4 or Celeron server with that budget and it can serve your needs. I can see some of these at dedicatednow.com. Maybe you would want to check those out.

How much bandwidth do you really need?
You can get 10MBPS Unmetered for that price, but 100MBPS Unmetered is doubtful...
