As a general rule - how many connections can a dedicated apache server handle?

I need to serve out some video using a flash player.

Typically, how many people will be able to access this file at the same time?

It will depend on the size of the file.

with similar specs, my old server was able to handle 180 concurrent connections downloading files 170+ MB in size pulling at 80 Mbit just fine, no problems. The load was pretty low. It should handle a lot more, but I guess it depends on your configurations.

For file serving you may find another web server such as Lighttpd will work better since it doesn't spawn a new process per connection. It also has a plugin for flash video serving designed with youtube in mind. Overall it sounds like it would be a perfect fit for what you're trying to do.
