Does FireFox not play by the rules when it comes to ScrollBar Coloring or is there an alternative solution?
It's actually IE that doesn't "play by the rules" because these are proprietary extensions which violate the CSS standards. The scrollbars are considered part of the browser "chrome" which webpages aren't allowed to style.
In many OSes/browsers that don't use Windows-type scrollbars, applying those colors doesn't even make sense.
firefox play by the latest rules of w3c. however IE doesn't. IE tries it's best to support every rule ever done by w3c in an attempt for people to use ie over firefox so they don't have to eit their web pages to comply with the latest w3c rules.
AFAIK colored scrollbars are a proprietary css feature in IE only. Standards compliant browsers like firefox won't support it.
