If you are looking for VPS hosting I would have to say stay away from Ipowerweb...
I have a client hosting VPS with them and after two hours of trying their technician (LOL) could not even turn off PHP Safe Mode. In the end they gave up and said my client would have to pay $75 dollars an hour for further help.
I went in and checked the php.ini files (there are two of them for some strange reason) and they are both set to safe_mode = Off, so I have come to the conclusion that iPowerweb VPS cannot change php.ini settings which is really unacceptable for VPS hosting...
Anyone here have any ideas how to go about this with plesk / Virtuozzo ?, maybe we have some experts here, cause I don't think there are any at iPowerweb...

Depending on the host the php.ini file settings will not flow down the directory structure. So you may need to place the php.ini file in every directory that requires the settings. Try checking the settings in the directory where the php.ini file is located (I assume root?) and verify whether they are changed or not there. If they are then check the next directory down. If they are not then copy the file to that directory and so on. If it doesn't work at all then your host is not allowing setting changes. I hope this suggestion works for you.
