I'm looking into moving to new hosting and wanted to know what I should keep in mind before switching. Is there any control panel that makes it easier to move to a new host/server or even a different control panel down the road? Is there software that helps migrate email? I don't mind downloading and uploading databases and sites, but I'm most concerned with moving email seemlessly by not bothering customers.
Most popular control panels have good backup/restore options such as cPanel, Directadmin so on.
For example cPanel will let you backup your site or mysql seperately or as an entire package and restoring will be very easy and can also be automated by your new hosting company if they want to help you with the site transfer.

even if its from a different control panel? i have some email accounts on dreamhost i need moved and i think their control panel is their own.
No in general you cant transfer a site from one control panel to another, however its not impossible and you may need root access for both servers and its a bit complicated process.
On the other hand moving from a cPanel host to another cpanel host is a very easy process and most hosts will do it for you. The transfer includes all your files including images, databases, e-mail, past stats reports etc. as well.
