    restrict access to files

    I see that cpanel has some hotlinking protection. But I thought I'd post here just to see if there are other options.

    I wonder if you can protect image files from being hotlinked in a way that only specific files I mentioned can link it.

    For example certain php files. Everything else no go.

    Any free tools? or only good ones are paid ones?

    You can use a .htaccess file to restrict what can be accessed, there is no cost you just have to create the rules or find a ruleset online.
