i am interested in a host that offers fast access for downloading files. I dont need more than 10GB space and dont need that great of a bandwidth per month. more like a faast web space, for hosting files time to time...upto $30 a month...US based.
chaster, the only issue I do see is that some web hosts do include clauses against file hosting on their TOS/AUP. I would be certain whether they have such a clause or not that you contact them and definitely ask them if such use would be ok or not.
Otherwise you really shouldn't have much trouble finding a host that suits your needs. Also keep in mind having a host in CA doesn't guarantee that it's going to give faster download speeds than one in for the sake of argument Texas (as TX has quite a few fiber hub sites).
Speeds are not determined just by location and switch port speed, you also have to take into account the load the uplinks have on them and their capacities as well as if a route is getting congested etc and so on. Just keep in mind what's fast today might not be quite as fast tomorrow (speeds of any host may fluctuate from time to time for one reason or another).

Ok, before everyone keeps going on about pings.....
An icmp echo request (aka ping) is not going to determine throughput speeds of a server by a long shot. A lightly loaded 10MBit server might very well ping faster than a heavily loaded 100MBit. On that note I would also suggest getting a speedtest from the hosts you are interested in. Many hosts also post speedtest links on their main website (keep in mind however those speed tests may very well be on a server your account would not be placed on, thus making the speedtest useless/inaccurate).
if you wanna get it for free, then go to megaupload.com or rapidshare.de or yousendit.com
if you wanna have a paid service, go to google and search for shared hosting or type in file hosting and look into their terms of service if they allow file hosting or not.
I know that probably other forum members dont want me to tell about free services but it would be unfair not to mention these free services.
These providers have free and paid services. For example rapidshare has download limits for free accounts. Also the may delete the files you upload if nobody downloads them for 30 days. But you can pay them and have 3GB daily transfer and they will never delete any of your files.
make sure you inform your host before signing up of the download activity from your domain, and let them know if the files are legal etc, as if the host come across a site offering downloads and they don't know what the files are.....
It will be better all round to double check with them.
