What version of PostgreSQL are you running? For version 7.x and below you have to pass a -i to the program to have it start listening on the TCP port. This can be overridden in postgresql.conf. 8.x and above default to having the port enabled.
I might start with a "netstat -a |grep LISTEN" to see if the PostgreSQL postmaster is listening correctly and go from there.
