I'm looking for a host that offers cheap dedicated IPs.
The hosting plan isn't too important as it's relatively cheap and has decent features.

May I ask why do you need just the dedicated IP?

I hope I haven't misunderstood what you want, but sunwave.com the company I host with provide an IP for each domain name that you add.

Uhm..do you have a SSL Certificate for each domain name? If they expect that they will be able to get more IP's when they run out, they have another thing coming. Typically, unless you have SSL certificates or a perfectly good reason, they won't give you an IP and your site will need to be setup in a virtual host manner. I don't see whay you would need so many IP addresses? And if you do, go dedicated.

Unless you can provide a "valid" reason for a dedicated IP then it is highly doubtful that you will get one.

I'm not sure if we are talking about the same thing. It's virtual hosting and I have an IP address for each domain name. 20 domains on the account currently.

I'm sure quite a few hosts offer them for around $1 a month..

How many IP's are you planning to purchase? In general extra IP would cost you around $1-3/mo. Some may even offer you discounts if you by in bulk or some could even refuse offer any unless if you have a valid reason. So the only way to find out is by contacting the hosts.

A quatloo says the IPs are wanted for some SEO scheme. That's the usual reason people ask that question...
