Probably go for unixshell.com and you should be ok if its just DNS

Not that it makes a difference, since Unixshell has been soldout for about 3 months now.

I think 99.5% SLA is about as good as you can provide on a VPS host. If a host goes down more than once and needs a fsck both times then you've probably exceeded .5% at that point. That part should also probably be re-worded as it is a reactive SLA and not a guarantee.
Also, I believe the OP's purpose is to have 2 geographically diverse VPS's to handle his DNS.

en,I don't know that When could I get the vps form unixshell as they sold out their all vps

VPS's are actually recommended for our DNS Software, 4PSA DNS Manager. I can get by on minimal resources!
