I have a problem on my cPanel servers with users sending out SPAM.

cPanel run Exim as MTA and I fixed the outgoing SPAM in SMTP by setting a variable under exim.conf called "smtp_accept_max_per_host" to 2, so only 2 connections per IP are allowed, then users cannot use my SMTP to send out too many e-mails.

The problem I am facing now are the outgoing SPAM when used via PHP script. That variable will not block im exim.conf will only limit SMTP, but PHP can be used without any problems with send as many e-mails the user wants.

Anybody know any solution for this issue when using Exim ?

Maxihost, since you are using cPanel, your choices on customizing exim config are very limited. You are better off using a smtp relay server, and having the controls there.
You can either use a separated server for that, or another exim instalation on the same machine (different directories and all that), although I strongly recomend the former.
