ModernBill and php disabled functions

Hi:

The phpshells mostly depends on the exec, shell_exec, passthrough etc functions and mostly they are disabled in the php.ini. Now as the "exec" is disabled the Modernbill and scripts like Zoomla starts to give warning/error.

Is there any way that we can keep these disalbed server wide and add somewhere in the .htaccess for the domains where these are needed ?

I did a research myslelf and found that this can be done if php is compiled as cgi not as the apache module. We can then put different php.ini for each domain and allow these functions for them.

But is it anyway possible if the php is as apache module ?

You shouldn't have to modify a whole lot of the php.ini to get ModernBill running. I have always used PHP as an Apache module.

Problem starts when we disable exec as php shells work with that and Modernbill fails or give errors.
