If you enter MySQL username when you create a hosting account (or when you create plans) a MySQL database will be created automatically. (If domain name is test.com a database test_com will be created and the admin name you entered when creating hosting account, will have privilage on that database.)
If you want more than 1 database for a user you must either create databases yourself and grant access to them or give necessary privilages to the MySQl user to create and manage databases.
It seems they do not have something to enable you to give specified amount of databases to someone.
