We were also looking for couple of windows control panel and I must say we found this thread very helpful, we are able to short-list our selection to two CPs. Indeed its a good thread.

I feel I need to add my 2 cents.

I have have used Cobalt (servers and panels) remember them? I have used Ensim, I have used Cpanel, Plesk 7, and by far my favorite control of all those I have used is InterWorx.

I am venturing into HELM soon with a Windows server, we will see how that goes. I wished InterWorx had a Windows version, oh well.

Great list! Now I know that there are a bunch of Free Panels
    around.

BTW - How about LPanel? Does it belong to your list?

I have seen it before in its launch and it seems good
but haven't really got hold of it. If it fits, then add this
    to your list as well.

After Viewing all the feedback from the list above. I have a few questions.

As of right now I don't have the clients to "go big" and pay for a license such as Cpanel witch would most likely what I will use. I am comparing all the open source softwares and Would like to find one that I could integrate software installs; such as joomla, wordpress, phpbb, osCommerce and exc. Also use API integration for Domains from a reseller.

I am a Microsoft Administrator but also a Linux sysadmin also. So platform does not matter.

I am doing research but though posting here would help out.

    Thanks

    Great list OP!

I have used the following control panels:

    Cpanel
    Plesk
    H-Sphere
    Interworx
    DirectAdmin
    and a few custom ones

I have to say I prefer cpanel to them all followed by Plesk.
    Something awesome
    coming soon....
