New Edge is a small player compared to Qwest and AT&T.
AT&T has a great network, with some strange top management. On the political front they are really alienating the internet industry. AT&T is #2 in terms of peering. AT&T generally has lower latency then Qwest in North America.
Qwest has a good network, they are #6 in terms of peering, etc. Qwest has great tech support, responsive NOC, etc. Qwest has an awesome SLA. Qwest does not have as good of international connectivity as AT&T
Take a look at http://www.fixedorbit.com/stats.htm or CAIDA for peering info.
Check out http://www.internethealthreport.com for latency info.
Qwest really likes to sell full ports. It is occasionally possible to get a fractional port (such as a 200 mbps GigE) port from AT&T at a lower cost then Qwest, depending on the location.

Of the three carriers,I would go for ATT. Performance on the ATT network is quite impressive.

I as always prefer UUNET (Now Verizon Business). But SBC and ATT did team up so I imagine the network would be very rock solid. Qwest is definately a big player as well, and never heard of the other company.
But my favorite is UUNET by far, they got some serious backbonage kickin!

Don't forget, with ATT you get the added reassurance that big-brother is spying on all your traffic! ...
