403 error

My site is set up to redirect users to a secure connection, however, I have heard from some of my users using IE that when they try and access www.mydomain.com they get a 403 forbidden error (non specific) and the redirect I have set up on the server (through a custom 404;4 error) does not get invoked. 403;4 is an SSL required error so I'm wondering why some browsers will not read a non SSL request to a site and just give a general 403 error. This is why the users are not getting redirected, because the custom error I have written is not getting invoked.

I'm thinking it's something in the security settings of the user's browser but I'm not sure. Can anyone help?
