Are there anyone here offering reseller hosting that allows proxy site hosting?
$40 per month budget.

Have you already surfed the offers here on WHT? Many web hosts here will allow PHP or CGI based web proxies.

I am just about to send an annoucement to all our users about this being/having been against our TOS. A rash of people have been installing them recently, and we needed to make it very clear.
People don't understand that hosting proxies can be so bad
