Try Lunarpages.com, they don't offer Tomcat but they do offer JSP/Servlets hosting and I believe they have a reseller service: http://www.lunarpages.com/plan4.php

Lunarpages has been in business for a long time and most of my contacts are hosted with lunarpages, you shouldn't find any problems with them
