take a look at cpanel.net they have a list of partners ofering licencing

Yes, it does. Unless you have volume, most distributors will not discount it for an external license. There have been a couple of non authorized people selling external licenses at reduced rates of late, but I would highly recommend against going with them. One, it's not ethical. Two, at least in the case I'm familiar with, they don't have a clue how to support it.
