There was actually a piece of software available for this type of thing a few years back, by the name of RAMDrive I think. Dabs.com were making a big thing of it at the time.
It allowed you to install like 10+ OS's and switch between them at the click of a button. But you needed something like 1GB RAM minimum (bear in mind this was about 2000/2001) and you also had the option to actually run your chose OS in the RAM, so no waiting times at all really.
It never really sold very well, firstly due to price and secondly due to required specifications. But its been done before so I can't see why MS would not use the same principle now that we all have 512MB+ RAM on our main systems
