It's not a Dell specific term, but rather another way of saying they get a discount compared to the list price.

The more volume you buy, the bigger your discount.
By going to a reseller, you increase the volume that they buy for the year, thus increasing their discount. They tack on a small markup of say 5%, and you still get the machine for 15% less than you would getting the machine directly from Dell.

This is much less true with Dell, specifically. Their model is direct. They don't really have resellers.
Do you mean a Dell rep, perhaps?

If you can keep up with current Dell deals, it is not too hard to score equipment far below normal cost. For example, they just ran a 35% off coupon IIRC for desktops/laptops. I have seen numerous deals / coupons upwards of 20% off for servers, other hardware, etc. If you have a connection, sometimes you can fare even better with a rep through volume discounts.
