You can find Spanish and Portuguese hosting companies here in WHM, do a search for Spain and you will find one for sure.

Hosts can't make offers here. Check out the offers section, I see a few offers from hosts there offering spanish ticket support.

Are you looking for the control panel to be in Spanish, the support to be in spanish or just located in somewhere that they speak spanish?
