PM spam by ServerChange

What are the rules about using PM to spam potential customers. I just received a solicitation form ServerChange by PM. Of course, Richard added "Please don't consider this spam" So I guess that means it isn't spam.

I guess this is why many of the users on this forum do not accept email or PM's.

Taken right from the Rules page:

Participants may not solicit users for any project or purpose external to the forum; public, private, or commercial. Most importantly our member base is not a resource to be "mined" by individuals, groups, or businesses, for profit or not for profit. Further; If you SPAM our members in any manner, your account will be disabled.

He probably is trolling the different threads. I know that I haven't posted anything in any of the advertising threads in a while.
