IIS Or Apache

If using Linux or Unix PHP needs to allow CHMOD and the DL function (make sure chmod and dl do not appear in the disable_functions of the php.ini).

Please recommend a serviceprovider which allow the CHMOD and DL function (what does it mean?)

1+ Gb Traffic
1-5 Mysql database
