I amwondering if the space used by the sql tables reflects on the amount of space available on the webhost as shown in cpanel, eg if I have a couble of megabytes available on my webhost, could I install a php forum will this require the remaining available we space on my account, or will the sql table have it's own allocated space?

Cpanel allocates quota for each user and any file / folder with user ownership will be counted in diskspace used by that user.

so yes database space is not counted seperate but same hosting space.

mysql files are owned by the mysql user, thus not counted in users quota.
