This is without the cables so you would need to buy your cables seperate. But you can get a cheaper model but if you ever decided to go over 16 rackmounts you couldn't daisy chain it and run it from one unit. We have used these and have worked fine for us they are alot cheaper then other brands.

dell/avocent for the kvm, and apc switches for remote reboot would be my option.

We have two Dell 2161DS KVM/IP. Each has 16 ports on it, so you can use it directly for your needs. You can use this to control up to 128 servers. Very handy.
And for APC remote reboot, use AP9225 and AP9225EXP. In your case you will need one AP9225 and one AP9225EXP, which will be cheaper and nicer than two AP9211.
