I don't think you'll get a nice GUI version of rsync anytime soon.
Your best bet is probably to generate the keys for them, send them their private key (and install the public key in their .shh folder). Then give them script files to click on to do common tasks with instructions on how to modify them.
An alternative to rsync is WinSCP, which has a 'synchronise' option, both to copy changed files from or to a remote server. It does not support rsync compression or rsync diffs, but will at least ignore unmodified files.
Nothing will ever be click and forget, unless you send them pre-configured configurations.
