Like i have said in the past, you can sign up, but just don't expect too much. Is better to expect extended down time, not support answer etc.. etc.. etc.. than sign up with a $3 a month and expect the best service in the world.
If you want to make demands raise your budget, if you pay a fair price then is fair for you to make demands...
I have to agree with everybody else. You are going to have to spend more if you want better support. I have tried several hosting plans and if you want good support I don't think you will find it for less then $6 to $8 a month
I currently pay that for my hosting and it has good support. You can get some decent hosting cheap but the support with it is usually either not very good or nonexistant.
Very valid points wbpro, and they are known facts in the industry. However, I still don't find it that easy to say "$70 per year for 60Gb of monthly data transfer is OK, $35 per year for 5Gb of monthly data transfer is definitely bad."
But maybe that's just me.
In our experience customers that pay less are the ones that use the phone and email support the most.
The $6-8 plans discussed here are "budget hosting" as well, and not specifically targetted towards the knowledgeable, experienced user.
