It's probably not going to happen. Toronto has seen a lot of affordable bandwidth pulled up from the US, Vancouver has not, so companies are still charging a minimum of $95/mbps. I'm personally looking into transport from Seattle into Vancouver and Victoria to peer with US ISPs, however, I'm uncertain howmuch further down the road this will be.
You can speak to Netnation (bigpipe/peer1/some transported level3) and serenitynet (peer1 only?), they might be able to workout a plan for you;
