Calpop and EV1 are two different categories. Its like comparing sea water to arrowhead. Besides, one is west coast the other is central.

It all depends on your needs. Having used Calpop, I would not recommend them for anything, maybe download servers if you have to. Search these boards and see what others have to say. Good luck with your pick.
I simply said, for the dedicate server offer, Calpop's price is better than EV1's. Besides, in dedicate server case, the geographic location is irrelavent as I don't have to worry about to visit the data center or ship the server.
The is the first time someone mentioned Calpop, I have no idea of Calpop. Only their price/bandwidth plan is not flexible as comparing to otheres. In my mind, a reasonable web hosting may offer plan from low end dedicate server to low end colo and high in colo, a growth path for a site to grow from a few hundred MB bandwidth to 10mbps.
EV1 in any case, don't offer colo. EV1 is as good as anything you can find, but there are many hidden cost. When my site become big, the dedicate server plan start to not make sense. A colo can give me much better server for the money.
I think I'll pay a visit to corporatecolo sometimes.
