if you install asp and mdac 2.1 min (there is 2.8 out there) you should not need to register the component, it should be done already.
i am not sure what causing that error right now, except that i do not see a link to the database (i understand if that was not inculed for security reasons, unless you are using odbc and thats what dataconn is.
Looks like you don't have MDAC installed on your machine. The error when server.createobject fails usually happens when you don't have the component you are creating installed. You can download MDAC at Microsoft. That would help. If not, post more details so i can help you with this problem. Oh yeah, also check if you have enought rights for createing the object!
