From what I can tell this will not grant the US any more power over the use/access of the Internet than they have already had. The US has had and still has 'issues' with quite a few countries and it has not restricted or cut off access.
In this industry change and advancement is a good thing, but in regards to this specific case my stand is 'If it isn't broken, don't fix it'. Any slight glitch in the Root servers has the ability to affect each and every one of our businesses negatively.
