It depends on the routes traversed, but yes, 4Mbps sounds normal to me, especially for such a small file. If you used a larger test file, you might get better results. It only took me about 2-3 seconds to download.
It really depends where the end-user is. As you can see, TheAlien got 24Mbps to it, some folks are getting 10Mbps, and some are getting less.

Thanks very much guys, this information will be passed to the host when I tell them I want my money back.
I bought a 20Mb/s unmetered sever and at this rate I'll be lucky to get 4 or 5Mb/s out of it, might as well choose a decent 1500GB limit server instead then (it's the same abount of B/W), not what I want but hey, at least it will be much higher quality.
I'll let you all know the outcome once I know. Still not heard back from them since about 8 hours ago so guess their support sucks too
No need to tell us the provider. My guess is that it's just OrangeFiber in Houston, TX.
