XP2400 does have some overheat issues so make sure it's kept cool. But, it does run better than that P4. If you can add in some more ram it would be much nicer.

If you no nothing about the OS in question I would stay away from putting it on a production server for now. Your best bet would be to setup a machine at your home with *nix and play around with it until you feel comfortable then think about renting/buying a machine.
Just remember this.. The best OS is the one you know the best.

In this case I wouldn't recomend Linux to this user, although it may perform better, his lack of knowledge would most certainly lead to poorer preformance
