The server is temporarily unable to service your request due to the site owner reaching his/her bandwidth limit. Please try again later.

Try modifying the
cp /usr/local/cpanel/apache/mod_bwlimited.c /usr/local/cpanel/apache/mod_bwlimited.c.bak
scroll down till you reach the section <HTML> </HTML>etc.
change to whatever you like...
Ultimately this will be a template based system, however it'll most likely not be until Apache2.
Recompile would be neccessary - you will probably need to chattr +i if you use easyapache.
Obviously this isn't the best method of doing this, but right now, it's the only method.
i was wondering what does this line mean:
#define BWLIMITHTML "/usr/local/cpanel/etc/bwlimit.html"
can't just edit that html file and recompile?
Someone had intentions on doing that bwlimit.html file, however they never got past the define (otherwise, it's not used in the rest of the code at all)
lemme give it a try and see, hopefully it supports Arabic unicode text
