Google adsense question about backup withholding

What is it and how do I know if I am exempt? I'm filling out my google adsense tax info and their is a checkmark saying "Exempt from backup withholding"

I read up on it and from what I can understand is that they take 28% of your income you earn per year. Which I think is extremely high since they still take out taxes as well.
