Windows Security Policy and Power settings

In Windows 2000/XP, regular 'Users' cannot change the power settings (from Desktop properties > Screensaver > Power).

I am looking through the local security policies but cannot find an option to allow the usergroup to have this privilage.

I've also created a snap-in in the MMC console with the group policy editor and there is still no option.

    Any ideas?

You can be a power user and it works. But that is still too many rights to give to the people. I did some more research and found that it is not possible to assign the right. That sucks.
