Most definitely not fraud. Even Vietnameses need web hosting and there are more than enough legal businesses around which require web presence. I would call this target marketing. Definitely is a great move.

Fraud occurs when someone cheats someone out of money or not providing what is promised.

What exactly do you see wrong with a host offering services to a specific country? or anywhere for that matter.

I don't see how keeping business inside one's own country has anything to do with racism. (Maybe you can argue it has to do with xenophobia.) Most westerners do plenty of business with people of other races in their own countries. In fact, in the U.S., it's the law. I like the protection of my home country's laws when it comes to fraud, and it's also nice to see folks in the community benefit from my business.
If the bigger hosts are fancy French restaurants, consider my service the friendly small-town diner.

    HostMidwest,

Theres nothing wrong with keeping it with any specific country, or everyone, or leaving certain countries out due to fraud, etc.

Thats my point - I don't see how hostingpacket offering hosting to Vietnam is a problem at all (now I wish them luck and hope they have good fraud detection in place, but thats none of my concern).

It does appears from their website that they have a registered business in Vietnam to handle the local business http://www.hostingpacket.com/vietnam/contact.htm so I am sure they know what they are doing.

there is nothing wrong with having an alternate language version site, we have a number of employees from Turkey and thus we have a turkish language site and do a fair amount of business in that market, does that make us a fraud?

Well, it is HostingPacket domain name and URL, don't see it as fraud. If it was anything other than that then maybe. Everything on the site is still linked to the main site.
