I had that issue, I would get connection refused error for about 2 minutes to all my sites on the account, but i could ping the and traceroute the ip address, it eventually cleared itself up. It was more of an annoyance. I traded emails back and forth with the hosting company they couldn't figure it out. So i chalked it up to a little glitch, it happens. How long are your outages?

I had the same problem with one of my former hosts. Pre problem was something with their ping (4sec), the ISP throwed out the page is not accessible, before it was loaded.
Look at the dnsreport.com
Watch out for fails.
I looked there: Problems with nameservers (just like was at me).

If the server pings but your website isn't loading, it means that your site is resolving and that the web service is probably (and was) down.
Sorry!
RojWeb Hosting? Been there. Done that.

Mostly it's host problem. Contact them. If they fix it, and in few days it's back think about some other host ( I did so ).
