If an IP belongs to, what does that mean?

I was looking at my logs for yesterday, and saw an IP that consumed more than 1 gig of bandwidth. Doing a whois lookup reveals the IP belongs to Does this mean the IP is some major IP hub, or can I ban it safely?

It means you should probably look it up at (European equivalent of ARIN).

Oh Ok, so there's nothing significant in itself if an IP belongs to Ripe? I mean, it doesn't mean the IP is part of some major connecting hub, just that it's European?
