To actually write with, I recommend the Sanford Uni-Ball Vision Fine. As a sentimental gift for a lifetime of work, I would look at what store carries these high-zoot pens and can provide engraving and a nice display case. Then buy whatever comes closest to the $300 budget. There's probably some store in New York that carries that stuff.

You might try googling for "Montblanc Meisterstuck" (w/o the quotes): The black fountain pen with 18k gold nib would make a terrific gift, although I suspect it'd go over your preferred limit. Much less pricey (definitely under $300), and certainly no less likely to bring an appreciative smile, is the Meisterstuck ballpoint, also very sharp in the classic black resin.
