Well if you want a powerful, secure and feature-packed panel then at least be willing to pay something for it.

bankoi is the most developed so far among the free windows controlpanel, if you are looking for linux , there are tons of good ones. Windows is very rare.

Linux there is DTC from gplhost, web-cp.net, webmin/virtualmin, vhcs.net etc , which are all very well written and pack with functions.

Bankoi is by far the best among the few Windows Controlpanel. But compared to a commercial one like Hosting Controller or Helm it start lacks a lot of function.

However, some of the free Linux controlpanels are nearly as good as commercial ones.

Definately ... ! That is the diference between a paid one and a free control panel.
That is what people pay for ..... right !

In terms of Windows panels, H-Sphere would be the best in my opinion (not because Royalty Hosting uses it) because it features many specs not seen on other panels such as integrated billing, support and more.

It also has the capability to be used on dual platforms (Windows/Linux)

True , but my point is free linux controlpanels achieved similar features to paid ones, but for windows it is a very different story.

Ensim has come up with a good Windows panel. We enjoy using it.
