If you mean the Refresh metatag, then yes, it's not good (and slow too). I always stick to .htaccess for redirect.

One of my friend is dmoz editor and works with google. He said this is all going to change and now google is going to even check backlinks and if they don't match the site they're linking to then it will not get index.
So as google keeps on changing its technique i think its not true anymore. But thanks anyways for the article.
