I would recomment looking into a VPS Plan or a Dedicated server at that price. I am sure you can find some low end dedicated servers for under $60/mth and definately you can find VPS Servers for that price or under. This will give you more autonomy of the services you require and also the hosting provider will not be as gun shy to giving to you SSH Access. If they did that on a shared server the fear is that you will be wandering into other peoples accounts and non public areas on the server. Plus, with a dedicated server or VPS, if you crack the system you can just get your one area reinstalled but on a shared box the whole server may have to be reformated....that is just plain ugly.

I guess I'm wondering what your requirements are if you want to spend $60/month.
I have a reseller plan with Site5 and it allows SSH.Rich

I would hope you wouldn't have to pay that much. Most hosts can offer Jailed SSH so it is only to your account and not the entire server.

HostingInsider,
Whats the difference between php and SSH access?
One gets logged!
Invincibility,
The majority of hosts should have no issue enabling it or giving it to you by default - check around.
Take care.

Look around Shared and Reseller hosting offers, many web hosts offer this by default as David mentioned. I'm sure you'll find one that fits your needs and your budget.
