Ask your registrars if they offer DNS registration or not?
I have my domains with registerfly.com and I have registered my nameservers with them for FREE.
It took 1 week to register those DNS. ( Normal time )

All major registrars I've used allow you to register nameservers as well, and that should be where you go. If you have a domain to make nameservers with, you must've registered it somewhere. Registering new DNS servers takes at most 5 minutes if the registrar submits its data to the registry in realtime or near. The days of waiting three days for a new domain to resolve are long gone.

I'm not sure if it's ok to say my registrar company name
any way
i changed my domain dns to the name of the server i want register under option manage ur domain name server but i was suppose there is option " register name server"
No one know where can register name server for free?!

Only your registrar can help you. If they do not offer DNS registration then you can transfer your domain to the ones who offer "FREE" DNS registration.

You can with NameCheap, they're not an ICANN registrar, but I think enom resellers. You can also with any reseller of Tucows, which uses the OpenSRS system.
