ask yourself this....If you were a webmaster would you visit a site that doesn't have much content or very many people visiting the site? I know that I wouldn't, I would post somewhere I knew I could find answers, or somewhere that was active.
What can you do to remedy this? Time is the biggest help. However, you can find a niche and get people to start posting on that niche. Eventually people will post on other topics and the forum will grow. You can provide other content on the site to attract visitors. There are lots of methods to getting more active members. However, time is really the biggest one.
Think about it there alot of forums doing the same thing so it will take time to get member and posts, Forums are hard to promote id just let things grow by themselves, offering money could be overdoing it though, Shows your confident but your wallet wont get results, Not genuine ones anyhow. Maybe you could think of combining it with other things like tutorials etc etc.

Still i dont think your forum would grow huge. Really i still agree with letting time do the trick, It could take a week to become popular or a year or more but in the end it would have been worth it, Ive seen lots of forums open and close just because they dont get 1000's of members in a month.
Good forums give the visitors a product. There needs to be something more than just a general discussion about specific topics if you know what I mean. WHT's product is the intelligence and informative views of the members here at WHT. Other forums may offer teaching or guided help, large and popular forums have a product. You need to find yours and make it appear to the visitors as if it were right in front of their faces. Make them want it, that will make them want to post. Even some forums where you get money or prizes to post are nothing compared to those that have a product. Week after week you go and see the SAME topics, yet there are always at least 12 members online, you would think that at least somethign would get posted. There needs to be a product!
Ask yourself what you look for in other forums. That answer will likely be what everyone else is looking for.
Think of the following:
1. Create interesting topics.
2. Provide something other forums don't have.
3. Ask your friends to help increase content. Let the forum grow through word of mouth.
4. Place the forum link in all of your sigs, MSN display name, AIM profile, etc. Pretty much place the link everywhere you can. Ask your friends to do the same.
5. Start threads by your own, if you have to.
6. Be creative.
But, please, do everyone a favor by not promoting a dull forum. A forum no one wants to go to.
Good designed forum with update information and full of content with some other topics like life style, quiz for children or newbie’s, social club and some contests for the members can be added for general attraction.
You can add Business development topics where the web master can discuss business concerns related to the Web development industry.
You can add the Advertisement guideline topics, how to increase the traffic, selection of proper vehicle and ranking of advertisement agency etc.
You can also form a Special topics for the newbie's/below 18 years who are quite new in such profession and want to enter hosting business having some general query and need guideline. What I observed that our most of business can come from those group, where we focus very less.
Others have been giving you lots of feed backs My only advice is try to get around 4 - 5 really dedicated members and have them each responsible for a different topic. Then all of you should be as active as you can, chat among yourselves to try to have an active forum. It's easier to attract more sign ups that way.
